State Rep. John Wills (R-Dickinson) speculated that gun rights will be an issue in 2020. He has a bill that would allow schools to designate people to carry arms at schools.

“Right now I believe that they do have the ability to do that already, but it’s just not clear,” Wills said. “The insurance companies just aren’t giving them the options, so I think that we need to really clarify in the law and make sure that schools can designate people. Just like the church a few days ago that had people designated, our schools need to have the same thing.”

Constitutional carry was an issue that Wills said came up in his informal online poll.

“I just really feel like the constitutional amendment is the most important thing,” he said. “If we don’t have that constitutional amendment, constitutional carry means nothing. So, I’d rather put my effort into the constitutional amendment rather than constitutional carry. Constitutional carry does not mean it’s a constitutional thing. So, that’s where I think some people are misunderstanding the issue.”
