Republican State Rep. John Wills introduced a bill related to persons selected by the general assembly to represent Iowa at a Convention of the States to proposed amendments to the U.S. Constitution.

House File 34 addresses unauthorized amendments as a proposed amendment at an Article V Convention of the States that is outside the subject matter of Iowa’s joint resolution calling for the Convention, or in contravention of any instructions provided to the commissioners by the state.

The bill provides a commissioner from Iowa shall not propose or vote to approve an unauthorized amendment or an unauthorized rule at a Convention. It requires a commissioner to take an oath recognizing these prohibitions and provides a commissioner who violates the provisions will be subject to removal and replacement as a commissioner by the state and will be guilty of a simple misdemeanor.

The Iowa Minuteman Civil Defense Corps and Iowa Chapter of Sierra Club are registered against the legislation.
