Chris Ingstad, president of Iowans for Tax Relief, spoke on Wednesday at a press conference held by Gov. Kim Reynolds. The press conference featured supporters of the governor’s tax plan to raise the sales tax while lower income and property taxes.

Iowans for Tax Relief has been the voice of taxpayers for more than 40 years and represents 30,000 members.

“Iowa is in competition with the rest of the country and, especially, our midwest neighbors to attract and retain people and businesses,” Ingstad said. “Taxes matter and the best way to improve Iowa’s tax code is to cut income tax rates.”

Ingstad said the proposed legislation cuts taxes while ensuring spending priorities are protected.

“We just don’t run the risk of that future cut being delayed unnecessarily,” he said. “This bill also helps ease the property tax burden by substantially lowering the cap on the mental health levy. Certainly, that relief could be consumed by local governments raising other property tax increases, valuation increases or even emergency levies, but lowering a levy is lowering a levy and we support that improvement.”

Since Iowa voters passed a constitutional amendment to regarding the next increase of the state sales tax going for natural resources, there have been at least eight bills proposed that would have raised the sales tax while failing to make reductions elsewhere.

“Knowing that the possibility that IWILL sales tax increase will exist until it passes at some point in the future, we prefer to see any increase done thoughtfully and in a manner that reduces the overall tax burden while improving the tax code in Iowa,” Ingstad said. “Simply put, this comprehensive reform plan cuts taxes.”

Iowans for Tax Relief is hopeful the measures receive a thoughtful review from the House and Senate. Ingstad said it will provide real relief for Iowa’s taxpayers.
