As we move through funnel week, tensions have been rising in several subcommittees. Last week and then earlier this week, we saw instances of shouting, chanting, and disruptive behavior during public meetings.
Let me be clear: I value civic engagement. Citizens have every right to speak, testify, and advocate. But participation must follow rules of decorum and established time, place, and manner guidelines under the U.S. Constitution and Iowa law.
No shouting. No chanting. No outbursts inside committee rooms.

That said, I want to note that the two subcommittees held on the library bills on Thursday were respectful in their exchange of dialogue and public comment. Strong opinions were expressed, but they were expressed civilly. That is how the process should work.
