For decades, states have sought growth: growth in population and economic growth. And Iowa is a growing state, with more people and a higher GDP than ever before. We, as a state, have grown because of unmatched quality of life, a culture of friendliness and freedom, and a state government that has cut taxes, reduced regulation and empowered families. But we want to continue to grow and grow faster.
Iowa is seeking to buy the bottom nine counties of Minnesota (specifically, Rock, Nobles, Jackson, Martin, Faribault, Freeborn, Mower, Fillmore, and Houston counties). These counties were originally part of the Iowa Territory (the Iowa border originally proposed was much further north but pro-slavery states at the time wanted the Iowa smaller). Thus, Make Minnesota Iowa Again!
Lower Taxes
Every new Iowan in those counties would immediately benefit from lower income taxes and lower property taxes. The businesses would pay lower corporate taxes. Farmers pay four times the property taxes in Minnesota compared to Iowa. With lower property taxes, the farmland would immediately be much more valuable!
Farm Friendly
These are agricultural counties. For years now, Minnesota has fought farmers and agricultural investment. Iowa embraces agriculture. Whether through our friendly regulatory environment, farmland-owner protections, or the tax benefits.
Iowa and Minnesota Win
Iowa has been financially well-managed. Currently, the State of Iowa has nearly $7 billion in savings accounts. With surpluses projected to continue. State pension systems are all appropriately funded. Iowa has been labeled the 5th best managed state in the nation. Minnesota has shrinking budget surplus with spending expected to outpace revenues in recent forecasts. The cash infusion would strengthen the budget position for Minnesota long-term.
Legislative Pathway
States can change their borders by mutual agreement and with the final approval of Congress. Border disputes have long existed between Georgia, Tennessee and Alabama and borders were changed by Minnesota and North Dakota in the 60s (Minnesota North Dakota Boundary Line Compact). The Iowa legislation proposed would officially register the intent of Iowa to purchase the nine southernmost Minnesota counties and to enter into negotiations for final purchase. Members in the Iowa House and Iowa Senate support this legislation.
