The bill requires DHS to conduct an asset test on all members of the household of an applicant for SNAP benefits. It requires an applicant for SNAP benefits who is in arrears for a period of more than six months on a child support obligation shall be required to cooperate with the child support recovery unit as a condition of eligibility for SNAP benefits.
The bill requires DHS shall redesign an existing system, establish a new computerized income, asset and identity eligibility verification system; or contract with a third-party vendor to provide for identity verification, identity authentication, asset verification and dual enrollment prevention in each public assistance program administered by DHS.
