Carbon Sequestration Pipelines have many people concerned across our state. There are some landowners who have already committed and are in favor and others who are definitely opposed. I serve on the Environmental Protection Committee in the House and last session we were focused on learning as much as possible about the process and whether or not there is a need. My takeaway was that the Federal Government has incentivized CO2 pipelines and businesses are willing to take advantage of those incentives. In my opinion, The Federal Government should stay out of this game and allow the scientific community to determine the necessity.
I wanted to share with those of you following the CO2 pipelines an update from the IUB so you are informed and can participate in the process. If you are supportive or have concerns, it is time to speak up.
Iowa Utilities Board Updates
For Summit Carbon Solutions – Docket No. HLP-2021-0001 – All filings are available to review in this docket in the IUB’s electronic filing system
- A series of public informational meetings were held to inform landowners about the proposed pipeline.
- On January 28, 2022, Summit Carbon filed its petition (application) for a hazardous liquid pipeline permit with the IUB in Docket No. HLP-2021-0001. Over the course of this proceeding, the IUB has been reviewing the petition and petition exhibits for compliance with the IUBs administrative rules.
- The IUB issued an order on July 12, 2023, setting the public hearing on August 22, 2023, to begin at 10 amat the Cardiff Center in Fort Dodge.
- Landowners, or any person who is affected by the proposed pipeline, may file written objections, comments, or letters of support regarding the proposed pipeline; however, Iowa Code section 479B.7(2) states objections shall be on file with the IUB not less than 5 days prior to hearing.
2. For Navigator Heartland Greenway – Docket No. HLP-2021-0003 – All filings are available to review in this docket in the IUB’s electronic filing system
- A series of public informational meetings were held to inform landowners about the proposed pipeline.
- On October 25, 2022, Navigator filed its petition (application) for a hazardous liquid pipeline permit with the IUB. IUB staff has been reviewing the petition for completion (and subsequent revisions to that petition), and review letters identifying deficiencies are filed in the docket. Navigator will be required to fix the deficiencies.
- Also during this time, the Office of Consumer Advocate, a division of the Iowa Department of Justice, plus intervenors in the docket, and any other interested party have been reviewing the petition.
- Landowners, or any person who is affected by the proposed pipeline, may file written objections, comments, or letters of support regarding the proposed pipeline; however, Iowa Code section 479B.7(2) states objections shall be on file with the IUB not less than 5 days prior to hearing.
- The IUB has yet to schedule a public hearing to receive evidence and testimony regarding the proposed pipeline.
- The company has filed a proposed procedural schedule that indicate exhibit H’s will arrive in the first couple weeks of September.
3. For Wolf Carbon Solutions – Docket No. HLP-2022-0002 – All filings are available to review in this docket in the IUB’s electronic filing system
- A series of public informational meetings were held to inform landowners about the proposed pipeline.
- Wolf filed its petition (application for HLP permit) with the IUB on February 23, 2023.
- Landowners, or any person who is affected by the proposed pipeline, may file written objections, comments, or letters of support regarding the proposed pipeline; however, Iowa Code section 479B.7(2) states objections shall be on file with the IUB not less than 5 days prior to hearing.
- The IUB has yet to schedule a public hearing to receive evidence and testimony regarding the proposed pipeline.
