Congressman Chuck Edwards filed a bill to require a citizenship question on the census, require reporting on certain census statistics and modify the apportionment of representatives to be based on U.S. citizens instead of all persons.
Illegal immigrants are implicitly included in the Census Bureau estimates because data is collected from all foreign-born individuals regardless of legal status.
