Of the 18 Iowa counties that will be sending out absentee ballot request forms, three are in the Second District.
None of the three provide Republicans with an advantage.
Mariannette Miller-Meeks is squaring off against Democrat Rita Hart. Hart would have a 41,618-vote advantage based on those three counties alone.
Johnson County provides 32,866 while Scott gives 7,610 and Clinton pitches in 1,142.
