Senate File 2369 creates a scholarship fund that will provide public dollars for up to 10,000 qualified students — affording these students the option to attend a private educational institution that better fits their personal and educational needs.
During Debate – Sen. Amy Sinclair stated that “Those who have the means and the desire to send their child to non-public schools, you know what? They’re already doing it. This bill does not target them,” and “…For this body to deny the choice of education for any child based on the ability of their parents to pay, that should be considered criminal.”
Who Qualifies? – Families that qualify would consist of students who have an individualized education plan (IEP), or families who make under 400% of the federal poverty line (household income of $106,000 or less for a family of 4)
What’s the Impact on Rural Schools? – Though there has been concern that rural school districts will be undermined with this new legislation, this bill specifically provides for 30% of funds used to be distributed equally among districts serving 500 or fewer students
What’s the Benefit? – This proposal gives low and middle-income parents in Iowa the same school choice options as parents with greater financial capabilities — this bill allows for all Iowa families to have access to school choice, not just parents who can afford it
So, What’s Next?!? – Senate File 2369, now sits in the Iowa House with the Appropriations Committee and shall be considered in the coming weeks.
I agree with Zach on this one!! I’m all about school choice. I’ve watched the public schools fail plenty of kids when I taught in them for 14 years. Now I’m a homeschool teacher/tutor and love it. However most who want that in my area, can not afford it on their own.
